That conflict should be explicit in the buying decision; a vendor’s reassurance does not override Google’s policy.

I would not buy unqualified paid links as a shortcut to rankings. A new affiliate site with unfinished core articles should generally complete that foundation first. Buying placements cannot correct inaccurate reviews, confusing navigation, or missing answers.
